1.The People's Republic of China has received financing from the Asian Development Bank (ADB) towards the cost of Jiangxi Fuzhou Urban Integrated Infrastructure Improvement Project, and it intends to apply part of the proceeds of this financing to payments under the contracts named below for Procurement for Electric Bus of Fuzhou (the “Goods”). Bidding is open to bidders from eligible source countries of ADB.
2.The Jiangxi Fuzhou Investment Development Co., Ltd. (the “Purchaser”) invites sealed bids from eligible bidders for the following supply of goods and related services.

Only eligible Bidders with the following key qualifications should participate in this bidding:
Contractual Experience:
Successful completion as main supplier within the last five years (Year 2014 to 2018), of at least three contracts each valued at CNY 15 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
Technical Experience:
The Bidder shall demonstrate that the similar type and specification of offered goods have
1.been in production for at least 3 years (Year 2016 to 2018), and
2.been sold a minimum of 50 units of similar type and specification over the last three (3) years (Year 2016 to 2018);
3.been in operation for a minimum of 2 years.
Production Capacity
The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
Detailed qualification requirements are found in Section 3 of the Bidding Document.
3.International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

7.The Fuzhou Investment Development Co., Ltd. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
8.When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

投标人必须满足下列最低的资格要求,具体规定详见招标文件的第三部分。
合同经验:
投标人作为主要供货方过去5年(2014-2018年)以来成功完成至少3个合同,每个合同金额均不小于1,500万人民币,同时这些合同必须在性质和复杂程度方面与第六章描述的供货范围类似。
技术经验:
投标人应证明其所投车辆的类似型号和规格的车辆:
(i)至少3年(2016、2017、2018年)的生产经验;
(ii)在过去三年(2016、2017、2018年)内,至少销售50台;
(iii)至少运作2年。
生产能力:
投标人或制造商应证明其能够按照第六章(供货一览表)中的交付和完成的时间,按照买方的要求提供货物的类型,尺寸和数量。
3.国际竞争性招标将根据亚洲开发银行单阶段:一次信封程序进行,并向符合条件的国家/地区的所有投标人开放,详见招标文件。
