In accordance with the state to state Loan Agreement between Ministry of Finance of P.R. China and KfW for Dongying Technician College procurement of teaching and training equipments project. CMC International Tendering Corporation (Hereinafter referred to as “CITC”) entrusted by Dongying Technician College (Herein after referred to as “Tenderee”) now invites sealed Bids from eligible Bidders for the supply and delivery of equipments and services specified hereinafter for the above mentioned project (details as per Section 5 Schedule of requirements and Technical Specifications). The Tenderee intends to apply all the proceeds of this loan to eligible payments under the Contract for which this Bidding Document is issued.
根据中国财政部与KfW为东营市技师学院购置教学实训设备项目签订的国家间贷款协议,中机国际招标公司受东营市技师学院的委托现在邀请有资格为上述描述的项目(见第五章技术规格和需求表)提供和交付设备和服务的投标人参与投标。招标人拟利用贷款支付本招标文件下的采购合同的付款。
We hereby invite: The Manufacturers or Companies registered and operated from within the People’s Republic of China and all countries which have regular trade relations with PRC to participate in the Bid. Supply of the goods and services financed under Sino-German Financial Cooperation Promotional Loan shall be tendered and contracted as one contract with a successful Supplier/Contractor. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Supplier/Contractor being responsible towards the Tenderee.
我们邀请:在中国境内注册和运营和在中国境外但与中国有正常贸易往来的所有国家/地区注册和运营生产厂家和公司参与投标. 在此贷款下提供的货物和服务将作为一个完整的合同与一个成功的供货人/合同方签订. 任何来自当地或第三国的货物和服务均应包括在合同中或在供货或分合同中,成功的供货人/合同方将对招标人负责.
The main supplies and works including: supply and service for electrical technology and chemical technology, etc.

Eligible Bidders:
A. Bidders should have long-term international trade experience, integrating capability in similar sector, such loans projects, experience of undertaking such projects.
B. Bidders who as General contractor should have at least two successfully completed equipments purchasing projects with international financial organizations or foreign government loans (or grants) for the last 3 years (year 2010 till to now, the date of sign contract will be prevail), thereinto at least one of the project should be vocational education equipments purchasing project with a value of at least 2 million Euros or equivalent value of 2 million Euros, without any bad record. The source of exchange rate shall be the Selling Exchange Rate issued by Bank of China on the date of publishing Bid.
C. Bidders shall provide documentation sufficient to prove for all above projects, to the reasonable satisfaction of the Tenderee. Such documentations include colorized scan copies of Notice of Awarding, Contract Agreement and Final Acceptance Certificate, at least including the project name, contract value, signature pages and contact person, contact telephone number. The original of those documents shall be kept for future reference.
合格的投标人:
A.投标人须具有长期的国际贸易经验，类似领域、类似贷款项目的打包能力。
B.在近3年内（2010年至今，以合同签订日期为准）投标人作为总包商应有二个外国政府贷款（赠款）或国际金融组织贷款设备采购成功的项目业绩，其中至少一个应为教学设备采购项目，合同金额最少为200万欧元或货币换算后相当于200万欧元，且无不良记录。 以招标公告发布日中国银行卖出价的汇率为准。
C.投标时应提供满足招标人要求的相关证明文件，这些文件包括项目的中标通知书，合同和最终验收证明的彩色扫描件，至少应包括项目名称、合同金额，签字页以及项目联系人、联系电话。原件备查。
For the last three years Bidders should have a minimum average annual construction turnover of Euro 15 million or the equivalent of 15 million euros. Bidders should submit audited financial statements of the last three years in its bids (The source of exchange rate shall be the Selling Exchange Rate issued by Bank of China on the date of publishing Bid). If the Bidder applies more than one package, the requirement of average annual construction turnover shall be the aggregate amount of average annual construction turnover for the packages applied.
投标人近三年最低年均营业收入应达到1500万欧元或等同于1500万欧元，投标人在投标文件中应提供经审计的财务报表（以招标公告日中国银行对外公布的卖出价汇率为准）。如投标商在同一标号项下对多个包同时投标，年均营业收入要求需累加。
For Domestic Bidders, the minimum registered capital shall not be less than 50 million RMB Yuan.
国内投标人的注册资金应不少于5000万元人民币。
Consortium shall not be accepted.
本次招标不接受联合体投标。
A binding statement that in the case of a Bidder offering to supply goods under the project which the Bidder does not manufacture, the Bidder has been duly authorised by the goods' Manufacturer or Agency ( the Agency should have been authorised by Manufacturer) to supply the goods in this Bidding project. The authorisation letter should be the original sighed by the Bidder together with the manufacturer.
如果投标人不是项目下提供货物的制造商，投标人应得到货物制造商或代理商（代理商应提供制造商的授权书）同意其在本次投标项目中供货的正式授权书。授权书为经投标人和制造商共同签字盖章的原件）。

This invitation for bids will be published on both www.chinabidding.com, GTAI and “German NfA Magazine”.

All of above mentioned Manufacturers and/or companies are kindly requested to contact CITC for obtaining qualification and Bidding Document between 9:00 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m. (Beijing Time) starting from September 17, 2013 (Saturday, Sunday and public holidays excepted) in Beijing at the address given below, upon non-refundable payment of RMB6,000.00 or USD 10,00.00 for each set of Bidding Document. Upon written request of the Bidder, the Bidding Documents can also be delivered by a special courier at an additional payment of US$ 70 (destination abroad) or RMB 250 (destination within PR China).
所有上述提到的生产厂家和/或者公司被要求从CITC获得资格和招标文件， 于2013年9月17日起每天上午9时—11时和下午2时—4时（北京时间）从下列地址处购买文件， 每套文件无返回的为6000元人民币或1000美元。应投标商书面要求，招标文件可通过特快专递邮寄，邮寄费70美元（目的地在境外）或250人民币（目的地在中国境内）。
The Bid may be forwarded by mail, courier or delivered in person.
投标书可通过邮寄、派专人递送的特快专递或者派人递送的方式送达。
1, be forwarded by mail or courier to the office address of the Tendering Agent at or before 12:00 a.m. on October 28, 2013(Beijing Time). Mailed Bids received after this date and time will not be accepted and will be returned unopened. If the Bids are submitted by a special courier, the special courier number must be informed in written fax to CITC at lease 4 days before the Bid Opening.
通过邮寄或派专人递送的特快专递件方式，投标书须在2013年10月28日12时（北京时间）之前送达招标机构办公地点。 不接受在此日期和时间后收到的邮寄投标书并且不开封退回。 如果通过派专人递送的特快专递提交，请在开标日期至少4天前传真通知招标机构快件号码。
2, be delivered in person to the office address of the Tendering Agent at or before 2:00 p.m. on October 31, 2013 (Beijing Time). Personally delivered Bids received after this date and time will not be accepted and will be returned unopened.

The Bids shall be opened at 2:00 p.m. on October 31, 2013(Beijing Time) in the office building of the Tendering Agent.
投标文件于2013年10月31日下午 2时在招标机构办公地址开标。
All Bids must be accompanied by a Bid Security in original in amount not less than 2% of Bid Price valid for a period of at least 150 days as from the final date of submission of the Bids covering the Goods and related Services.
投标书必须伴随有一份投标保函原件，保函金额不低于投标价的2%， 保函有效期为自最终提交投标书日期至少150天。
The Tender shall be interpreted in accordance with the current laws of the People’s Republic of China.
