光山县桦昌农业综合开发有限公司利用以色列贷款建设现代农业示范项目一期工程项目公告

光山县桦昌农业综合开发有限公司(以下简称“招标人”)已经从中华人民共和国财政部申请得到了一笔以色列政府贷款用于建设现代农业示范项目一期工程,并计划将全部贷款用于本招标文件所附的合同项下的合理支付。

中机国际招标有限公司(以下简称“采购代理”)受光山县桦昌农业综合开发有限公司(以下简称“招标人”)的委托兹邀请合格的投标人就上述项目提供和交付项目所需的设备和服务(详见招标文件-技术部分的规定)。所有投标人应对整个包投标报价,不允许对包中的单项或几项投标。

资格要求:

(1)在投标人承诺提供合同项下产品和服务而实际上投标人自己并不生产的情况下,投标人已被供货商授权代表供货商在中国境内提供产品和服务,投标人应按照投标格式提供主要设备制造厂商的授权书原件。主要设备如下:拉幕电机、内循环风扇、灌溉施肥机、补光灯系统、果实分级设备、油茶加工设备。

(2)注册经营范围、营业执照,以及所有相关注册文件。

(3)投标人应具有独立法人资格,在以色列注册时间不少于5年,投标人营运资本应为正值,且近三年(2018-2020年)平均营业额不低于3000万美元或等值金额,须提供过去3年(2018-2020年)经审计的财务报告复印件。

(4)投标人应确保有充足的资金用于本项目的实施,并拥有银行的信贷作为支撑,投标人对本投标项目的授信额度不少于1500万美元或等值金额。(提供投标人的银行资信证明或由国际上公认的,独立的会计师事务所出具的证明复印件)

(5)法人代表授权函。

(6)投标人必须在以色列设有专门的人员和执行项目的机构,并提供证明。

(7)投标人在过去3年内(2018-2020)在中国至少承担了2个合同金额不低于1500万美元或等值金额的以色列政府贷款农业类项目,以合同签署日期为准,应提供相关证明文件如合同和生效通知复印件。

(8)投标人应有以色列政府贷款智能温室项目相关操作经验,应提供相关证明文件如合同复印件。

(9)根据合同条款和/或技术要求的规定,投标人如何进行维护、保修、零备件供应和/或其他技术支持服务的声明。

(10)公司没有破产的声明。

(11)证明投标人已具备履行合同所需的财务、技术和生产能力的其他相关文件。

(12)技术文件。

(13)投标人或其母公司应在中国有办事机构和固定办公场所,提供证明。

(14)投标人在中国的售后服务情况,如故障响应及修理时间、在中国的维修站、技术支持、维护、零备件供应及供货时间和其他招标文件要求的服务义务。

(15)投标人应具有国际标准化组织(ISO)质量体系认证。

凡愿参加此次投标的投标人,请自2021年11月3日起(星期六、日和节假日除外)至2021年11月10日,每天上午九点到十一点、下午二点到四点(北京时间)到北京市丰台区西三环中路90号通用技术大厦1104室或中国通用招标网(www.china-tender.com.cn)洽购招标文件,招标文件每套售价12,000元人民币或2,000美元,售后不退。邮购须另加600元人民币(国内)或100美元(国外)。

招标人和采购代理没有义务承担投标人在准备和投递标书过程中产生的任何费用或支出。

任何投标人在投标时必须在投标文件中附带一份金额为300,000.00美元的投标保函作为投标保证金。上述投标文件必须于2021年11月24日上午9:30时前将投标文件送至下列地址(北京时间)。若投标文件未能于上述日期和时间之前送达,则招标人和采购代理将拒绝接受并将迟交的投标文件原封退还。

招标人和采购代理将于2021年11月24日上午9:30时在北京市丰台区西三环南路14号院首科大厦四层通用咨询会议中心公开开标。

INVITATION FOR BIDS (IFB)

Guangshan County Huachang Agricultural Comprehensive Development Co., Ltd. (hereinafter referred to as the “Tender”) has applied for and received a Israel Government Loan from the Ministry of Finance of The People’s Republic of China towards Modern Agricultural Demonstration Phase I Construction Project, and the Tender intends to apply all the proceeds of this loan to eligible payments under the Contract for which these Bidding Document is issued.

 

CMC International Tendering Co., Ltd. (abbreviated as “CITC”) entrusted by the Tender now invites sealed bids from eligible bidders for the supply and delivery of equipment and services specified hereinafter for the Modern Agricultural Demonstration Phase I Construction Project (details as per Technical Part of Bidding Document). Bidders should quote the whole package of the above goods.

 

Bidder’s Qualifications:

  1. In the case of a Bidder offering to supply products and services under the contract that it did not produce, the Bidder has been duly authorized by the Manufacturers to supply the products and services in the P.R.C. and to act on behalf of the Manufacturers, corroborated by a completed Manufacturers’ (Suppliers’) Authorization Form as provided in the Bidding Documents.

The main equipment are as follows: Shade Curtain Motor, Inside Circulation Fan, Irrigation & Fertigation Machine, Artificial Light System, Fruit Sorting Machine, Camellia Grinding Production Line etc.

  1. The registered scope of business, business license and other relevant registered documents.
  2. The bidder shall have the qualification of independent legal person and have registered in Israel for at least 5 years. The working capital of the bidder shall be positive value. The accumulative annual turnover of bidder for the past three years (2018-2020) shall be no less than 30 million USD or equivalent amount. Audited finance statement for the past three years (2018-2020) shall be submitted.
  3. The bidder shall ensure that it has sufficient funds for the implementation of the project and has bank credit as support. The credit line of the bidder only for this project shall not be less than USD 15 million or equivalent amount. (the bank credit certificate of the bidder or the copy of the certificate issued by an internationally recognized and independent accounting firm shall be provided).
  4. Power of Attorney.
  5. Bidders shall have specialized personnel and project implementation agencies in Israel, and provide certificate.
  6. The bidder shall have undertaken two agricultural projects financed by Israel Government Loan in the past three years (2018-2020) with each of the contract value not less than 15 million USD or equivalent amount in China. Contract signing date shall prevail. Documentary evidence for the above projects shall be provided by bidders such as copy of the contract and effective notice.
  7. The bidder shall have experience in operating greenhouse project financed by Israel Government Loan, and provide relevant proof like copy of the contract.
  8. The statement how the Bidder intends to carry out its maintenance, repair and spare parts stocking obligations and/or any other technical support Services, prescribed in the Terms and Conditions of the Contract and/or Technical Specifications.
  9. The statement of no bankruptcy.
  10. The evidence documents that proves the bidder’s financial, technical and producing abilities to execute the contract.
  11. Technical documents.
  12. The bidder or its parent company should have a fixed offices in China. The proof shall be provided.
  13. The after sales services in China, such as reaction time on repair and emergency response, the maintenance station in China, technical support, maintenance, spare parts supply, schedule of supply and other obligations stipulated in the bidding documents.
  14.  Bidders should have the International Standard Organization (ISO) quality system certification.

 

Interested eligible bidders are kindly requested to contact CITC for obtaining Bidding Document between 9:00 a.m. -- 11:00 a.m., and 2:00 p.m. -- 4:00 p.m. in Room 1104 of Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing or China General Bidding Network (www.china-tender.com.cn) from November 3, 2021 to November 10, 2021 (Saturday, Sunday and holidays excepted), upon non-refundable payment of CNY 12,000.00 or USD 2,000.00 for one set of the Bidding Document. The posting fee is CNY 600.00 for domestic recipient or USD 100.00 for international recipient.

 

CITC and the Tender will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids.

 

All bids must be accompanied by a bid security of USD 300,000.00, and must be delivered in person to the following address at or before 9:30 AM on November 24, 2021 (Beijing Time). Personally delivered bids received after this date and time will not be accepted and will be returned unopened.

 

Bids will be opened on November 24, 2021 at 9:30 AM in General Consulting Conference Center, 4th Floor, Shouke Plaza, No. 14 Xisanhuan South Road, Fengtai District, Beijing.
