一、贵州省盘州农林开发投资有限责任公司(以下简称“招标人”)已经从中华人民共和国财政部申请得到了一笔以色列政府贷款用于盘州市软籽石榴标准化加工种植基地建设项目，并计划将全部贷款用于本招标文件所附的合同项下的合理支付。
二、中机国际招标有限公司(以下简称“采购代理”)受贵州省盘州农林开发投资有限责任公司(以下简称“招标人”)的委托兹邀请合格的投标人就上述项目提供和交付项目所需的设备和服务(详见招标文件第四章-技术部分的规定)。所有投标人应对整个包投标报价，不允许对包中的单项或几项投标。
三、获取招标文件
1.凡愿参加此次投标的投标人，请自2022年11月24日起至2022年12月1日（北京时间），投标人在“中国通用招标网”上填写购买申请后按照指示完成付款，支付成功即可下载招标文件。招标文件每套售价8,000元人民币或1,000美元，售后不退。
2.方式：
（1）有意向的投标人应先在中国通用招标网http://www.china-tender.com.cn免费注册，注册审核电话：400-680-8126。
（2）注册完成后，按网上操作流程支付平台信息技术支持服务费，服务费为：200元/包。平台自动开具电子普通发票。
（3）平台信息技术服务费支付成功后，按网上流程操作下载文件。

（5）CA办理相关事宜：
投标人在平台下载投标文件编制软件进行投标文件编制，投标文件编制完成后，使用CA进行投标文件的加盖签章，并将加盖签章的投标文件加密导出后上传，最后使用CA进行开标截止时间后的解密。
本项目将通过中国通用招标网（www.china-tender.com.cn）电子招标平台（以下简称“本平台”）进行网上全流程招投标，有意向的投标人须在平台注册后办理CA电子证书。办理CA电子证书后，也可以使用CA电子证书参加在本平台进行的其他全流程招投标项目，因其他项目办理过本平台CA锁的，如CA锁还在有效期内，则可直接使用。
办理CA电子证书有关事项如下：
1）办理时间：请于开标前1周完成办理并检查确认可正常使用。
2）办理程序：投标人须在中国通用招标网（www.china-tender.com.cn）进行线上办理，按要求在平台完成信息填报，选择有介质证书或者无介质证书即可。具体详见《平台操作指导手册》。

3）售价：初次参加本项目投标的供应商办理CA电子证书费用：800元/个；CA电子证书续期费用：300元/年。

四、招标人和采购代理没有义务承担投标人在准备和投递标书过程中产生的任何费用或支出。
五、任何投标人在投标时必须在投标文件中附带一份金额为150,000.00美元的投标保函作为投标保证金。上述投标文件必须于2022年12月15日上午9:30时前将投标文件送至下列地址（北京时间）。若投标文件未能于上述日期和时间之前送达，则招标人和采购代理将拒绝接受并将迟交的投标文件原封退还。
六、招标人和采购代理将于2022年12月15日上午9:30时在北京市丰台区西三环南路14号院首科大厦四层中技国际招标有限公司会议中心公开开标。

1. Guizhou Panzhou Agriculture and Forestry Development Investment Co., Ltd (hereinafter referred to as the “Tender”) has applied for and received a Israel Government Loan from the Ministry of Finance of The People’s Republic of China towards Panzhou Soft-seed Pomegranate Standardization Processing Planting Base Construction Project, and the Tender intends to apply all the proceeds of this loan to eligible payments under the Contract for which these Bidding Document is issued.
2. CMC International Tendering Co., Ltd. (abbreviated as “CITC”) entrusted by the Tender now invites sealed bids from eligible bidders for the supply and delivery of equipment and services specified hereinafter for the Panzhou Soft-seed Pomegranate Standardization Processing Planting Base Construction Project (details as per Volume II Technical Part of Bidding Document). Bidders should quote the whole package of the above goods.
3. Interested eligible bidders are kindly requested to log on the China General Tendering Network http://www.china-tender.com.cn to submit application and make non-refundable payment of CNY 8,000.00 or USD 1,000.00 for one set of the Bidding Document before downloading the document from November 24, 2022 to December 1, 2022 (Saturday, Sunday and holidays excepted).
(1) Interested bidders should register for free on the China General Tendering Network http://www.china-tender.com.cn, registration review telephone number: 400-680-8126.
(2) After the registration is completed, pay the platform information technology support service fee according to the online operation process, and the service fee is: 200 yuan/package. The platform automatically issues electronic ordinary invoices.

(5) CA handles related matters:
The bidder downloads the bidding document preparation software on the platform to prepare the bidding documents. After the bidding documents are compiled, use the CA to stamp the bidding documents, encrypt and export the signed bidding documents and upload them, and finally use the CA to open the bid Decryption after deadline.
This project will conduct online bidding through the electronic bidding platform of China General Tendering Network (www.china-tender.com.cn) (hereinafter referred to as "the platform"). Certificate. 4. CITC and the Tender will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids.
5. All bids must be accompanied by a bid security of USD 150,000.00, and must: be delivered in person to the following address at or before 9:30 AM on DECEMBER 15, 2022 (Beijing Time). Personally delivered bids received after this date and time will not be accepted and will be returned unopened.
